Volunteer officers such as Enver Bey, Mustafa Kemal (Atatürk) Bey, Fethi (Okyar) Bey, Nuri (Conker) Bey, Fuat (Bulca) Bey and Süleyman Military Bey, who went to the region during the Tripoli War, organized the local people and organized a resistance against the Italians. It made me hopeful about the impact of such activities. In the same period, Germany began to plan to mobilize the Muslim population under the control of England and France through the Ottoman Empire.
